Gunman in Norfolk Navy shooting identified as ex-convict

NORFOLK, VA (WWBT) - Authorities have identified the gunman that killed a Navy sailor in Norfolk on Monday night as Jeffrey Tyrone Savage, a truck driver from Portsmouth, Va.

The Navy says the sailor, Master-at-Arms 2nd Class Mark Mayo, was killed when he jumped between Savage and a POOW. Savage had stripped the POOW of her weapon and shot at her.

The Naval Criminal Investigative Service says Savage did have a valid Transportation Worker Identification Credential, but he did not have valid authorization for base access. They are still investigating why Savage was allowed entry to the base.

According to court records, Savage had been in and out of jail for voluntary manslaughter and selling cocaine.
