Police: 21-year-old man arrested, charged after stealing vehicle, police pursuit

STAFFORD, Va. (WWBT) - Police say a 21-year-old man has been arrested and charged after stealing a vehicle and leading police on a pursuit.

On Jan. 12, at 3:39 p.m., a deputy noticed a vehicle driving at a high rate of speed in the area of Warrenton Road and Stork Road.

After activating the vehicle’s emergency equipment to do a traffic stop, the vehicle did not stop and made an abrupt U-turn on Warrenton Road in front of upcoming traffic.

Police say the driver made several U-turns on Warrenton Road before turning onto Stork Road and continuing the pursuit for several miles.

After repeatedly speeding up and slowing down, the vehicle eventually came to a stop in the 200 block of Spotted Tavern Road

Emmanuel Navarro, 21, of Fredricksburg, was detained without incident, police say.

After detaining Navarro, deputies were informed someone had recently called the Sheriff’s Office to report the vehicle stolen.

According to the investigation, Navarro had taken the vehicle from a family member. The vehicle was later returned to the owner.

Police say Navarro was arrested for eluding, unauthorized use of a vehicle, and reckless driving. He was held without bond at the Rappahannock Regional Jail.
