Richmond City Councilman Parker Agelasto announced his resignation on Tuesday.
Agelasto served on the City Council for six years, recently coming under fire for moving out of the 5th District but remaining its representative.
The resignation will take effect Nov. 30.
Henrico supervisors passed the Henrico County 2019-2020 budget.
The budget includes new schools, new job positions, an aquatics center, 3% raise for county and school employees and more.
On Tuesday, the death toll from the Easter bombings in Sri Lanka rose to 321.

A construction worker is opening up after helping to save three people inside a burning Richmond home earlier this month.
Charles Simpson was working on the same block as the home during the fire.
Unfortunately, Simpson was not able to rescue an elderly, bedridden man who was trapped in a bedroom.
A student at Thomas Dale High School assaulted a teacher on Tuesday, sending the teacher to the hospital.
Police say the 15-year-old male student threw a backpack and two chairs at the teacher.
He also damaged a school laptop and pulled a fire alarm.
