Kaine's transportation plan would raise car titling taxes, registration fees

Gov. Tim Kaine is expected today to unveil a transportation plan asking lawmakers to boost the titling tax on car sales and car registration fees statewide for road upkeep.

A source who participated in a teleconference between Kaine and Democratic legislators last night says he'll propose increasing the titling tax from 3 percent to 4 percent and boosting the registration fee by $10.

The source spoke on the condition of confidentiality because Kaine's plan has not been made public yet. Kaine will release details of the package at a noon event on the south portico of the State Capitol.

He will ask legislators to consider it at a special session of the General Assembly he has called for June 23, the second special session on transportation funding since 2006.
