Richmond Sheriffs ID 3 inmates who died over 3 days

Richmond City Sheriffs released the names on Friday of three inmates who died this week.

Sheriffs say Zachary E. Tuggle, Shawn Samuel and Javon Antoine Morris died within a 72-hour period at the jail, Sheriff C. T. Woody announced on Friday. Richmond Police are helping investigate the deaths of both Tuggle and Samuel.

Tuggle, 29, was involved in a medical emergency in his sixth-floor cell at the Richmond City Justice Center on Monday around 12:24 p.m., sheriffs said. Medical officers arrived at the scene twelve minutes later. Tuggle died at 1:11 p.m. The Medical Examiner is conducting an autopsy and toxicology report to determine the exact cause and manner of death.

Samuel, 22,  was found unresponsive in his fifth-floor cell around 3:16 a.m. Wednesday, according to sheriffs. He died at 3:53 a.m. according to Richmond Police. Sheriffs say he died of a heroin overdose.

The same evening, medical staff were called to help with a medical emergency on the medical tier of the jail. The call came in at 6:46 p.m., and EMS was on scene in under 10 minutes. Morris, 38, was taken to VCU Medical Center, where he was pronounced dead around 8:22 p.m., according to sheriffs. Sheriffs say he died of natural causes.

"We recognize that each of these incidents is a private, tragic situation for the families involved, and we mourn with them the loss of their loved ones," said Sheriff C.T. Woody, Jr. "As we stated previously, we are working with the Richmond Police Department to thoroughly investigate each situation in order to provide the families with the answers they deserve."
