Chesterfield police ID pedestrian killed on Hull Street Road

CHESTERFIELD, VA (WWBT) - Chesterfield police identified a pedestrian struck and killed while crossing Hull Street Road on Sunday night.

Twenty-year-old Kevin L. England Jr. was crossing the street near the Genito Crossing Shopping Center around 10:10 p.m. Sunday when he was hit by a car headed west, according to Chesterfield Police.

Though there may have been a four year age difference Kayla England and her brother Kevin who she calls a jokester were very close.

"Kevin was like my best friend," Kayla England said.

Kevin's parents have now placed flowers at the intersection where he was hit and killed by a car Sunday night. The entire family is still in shock.

"I will miss the raps that he did, he used to rap about the stupidest stuff it didn't even make any sense he just did it to make everyone laugh and smile and he thought her was funny but he sounded so stupid," Kayla England said.

Police are still trying to piece together what happened at what many call a busy intersection.

"It is a major concern about in this area."

Barber Jeanne Horne has had to travel the Genito-Hull Street Road intersection for the last 10 years to get to work.

"That seems to be the busy intersection when I hear it on the radio there is always a lot of accident and traffic problems there," Jeanne Horne said.

We did some digging and found out from Chesterfield police that from January 1st to July 31st of this year there have been 16 crashes at that intersection.

2 of those accidents had injuries. The others involved property damage. Sunday's accident that claimed Kevin England's life is the first pedestrian-involved incident this year.

Though Kevin is gone his family says his legacy will live on through the many memories they all shared.

Family members say a vigil is planned for Kevin this Thursday at 8pm at this intersection.

England was taken to VCU Medical Center where he later died. The driver of the car stopped at the scene. He was not injured and has not been charged at this time.

Police say they are continuing their investigation into this crash.
