(RNN/CNN) – The severe weather system that battered the Midwest through the South with severe weather during the past few days is drowning the Gulf Coast, causing massive flooding.

Heavy rains quickly flooded Pensacola, FL Tuesday night, washing out bridges and roads. Governor Rick Scott said that no one anticipated that much rain.

"We never thought we'd get 22 to 24 inches of rain," Scott said. "People were being evacuated from their attics. We haven't had this before."

At least 28,000 homes in the area are still without power and several hundred people have evacuated their homes. Many were rescued and some residents are using boats to navigate the streets of their neighborhood.

"We're getting more rain and its going further east, so other areas will be affected," Scott said.

Mobile, AL also felt the impact of Tuesday night's storms. Mitchell Sims, Baldwin Co., AL EMA Director, called the flooding "historic." Flash flooding inundated streets and homes and even caused a large sinkhole to open up.

In nearby Orange Beach, the flooding caused a few boats to break free from their moorings.

Sims said that no deaths or serious injuries have been reported on Wednesday.

However, on Tuesday evening, one drowning death was reported in Cantonment, FL, near Pensacola, an Escambia County, FL Sheriff's office spokesman told The Pensacola News Journal.

Flash flood warnings have stretched up the East Coast and the mid-Atlantic states, including the Virginia Beach, VA area. Those areas could also see severe thunderstorms.

Alabama and Mississippi are two of several states still reeling after tornadoes ripped through the region and killed at least 36 people.
