RPD to consider lowering canal levels in search for missing man

A Richmond grandmother is devastated after police dogs pick up the scent of her missing grandson along the canal.

24-year-old Randall Collins was last seen at the Canal Club along Dock Street. There is still no sign of Collins. Now police are trying to determine if they will lower the canal levels to continue the search in the coming days. 

"We've done at this point all we can in the water," said Gene Lepley with Richmond Police. "We've done the bank search. We've done the sonar search."

Henrico County Division of Fire's Water Rescue Team was called to assist with the search operation in the canal off Dock Street. The team launched a joint effort with Richmond divers to search the area using side scan radar. They did not locate a body. 

"Please help us. If you know anything," said Randall's grandmother Cathlyn Owens. "If you have seen anything, don't be afraid to come forward. Please call somebody."

Owens was extremely nervous as crews searched the water for more than 4 hours.

"Thank God they didn't find anything," said Owens.

She knows Randall was last seen at the Canal Club, and she is concerned.

"When he drinks a lot he'll have seizures," said Owens. "And he'll pass out...stop breathing."

Police say the search is not necessarily over along the Canal.

"We could at least lower the level to the point that we would have a better opportunity to search," said Lepley.

Grandma Owens is just clinging to her last conversation with her grandson. She was in the hospital. He told her that he loved her.

"And that was the end. That was the last time I talked to him," said Owens. "I thank God that I had time to tell him I love you. We don't say that enough."
