Police surround Stafford home, arrest homicide suspect

STAFFORD, VA (WWBT) -

A Stafford man faces first degree murder charges after a weekend shooting death and standoff.

Mark Howsare, 62, shot and killed William Conner, 35, Sunday according to the Stafford County Sheriff's Office. Howsare is being held without bond at the Rappahannock Regional Jail.

Deputies received reports of a man shot on Belle Plains Road around 10:18 p.m. and found Conner dead in the yard.

For the next three hours, the Sheriff's Office had the house surrounded and a Maryland State Police helicopter hovered overhead as deputies tried to get Howsare to surrender. The Stafford Sheriff's Office SWAT Team found Howsare in his bathroom with a handgun around 1:25 a.m. Monday.

Deputies believe the incident began after Conner came back to the house after unsuccessfully trying to return an air mattress for Howsare. Conner was locked out and got in an argument with Howsare, who was still inside. The details of the argument are currently unclear. Howsare then opened the door and shot Conner several times, according to authorities.
