RICHMOND, VA (WWBT) -

A pit bull puppy died and another dog is in the custody of animal control after they were left unattended in a vehicle in Jackson Ward, according to witnesses.

Several people called Richmond Fire and Richmond Animal Control to a parking lot near Adams Avenue and Pulliam Street around 4 p.m.

The temperature was nearly 90 degrees at the time, according to the NBC12 First Warning Weather team.

The puppy's owner was too upset to go on camera, but he says he feels like he lost his only child. He says he was at work while a friend watched the pets.

"It's devastating. It's unbelievably devastating." said Katy Best, who tried to save the puppy. "The other girl kind of pushed the window down and I just happened to have really skinny arms and unlocked the door."

But it was too late. Montana was dead when animal control arrived.

"They just had to pull it out in trash bags... This beautiful animal," said Best.

The woman allegedly in charge of watching the dogs was in tears as crews managed to rescue a second animal named Rocky. Rocky was left in a crate in the back seat.

"They didn't look ill cared for," said Best about the animals. "I don't think she is some kind of monster, but she obviously doesn't understand what's going on here. That makes me worry for how many people in this city do own animals that don't realize that if it's 90 something degrees outside... It is almost twice that in a vehicle."

Best confronted Rocky's owner.

"This is unacceptable," said Best. "You're not even crying."

"You don't even know even [expletive] know me," replied Rocky's owner. "I'm upset, and you're bringing people over here. The situation is already bad enough. You're not helping at all!""

Neighbors say the dogs were left in the car for at least 3 hours. Animal control is now working to determine who is at fault and if charges will be filed. Rocky is currently in the care of animal control.
