Contract extension denied for Henrico superintendent

On Thursday night, the Henrico School Board voted not to renew the superintendent's contract.  But the future of Dr. Patrick Russo isn't the only major development involving the county's schools.

NBC12 also found out Virginia State Police have been contacted concerning this investigation, but what part they play is not yet quite clear.  All this information coming forward on the night a timeline was announced to fill that now empty school board seat.

Most of the people in the audience at the school board meeting were there to celebrate newly appointed administrators at a number of schools.

But the ongoing investigation had to be addressed.

"You failed," parent Candace Lucas told board members.  "Each one of you failed our public and our children."

The board laid out a plan to fill the now vacant spot to represent Three Chopt.  By September 27, the board says there will be someone sitting in that seat.  "We are getting a lot of recommendations from citizens of their friends of someone they would like to see [in that spot]," says Henrico School Board president Beverly Cocke.

Former board member Diana Winston suddenly quit two weeks ago when Dr. Russo was put on paid leave over concerns.  Those specific concerns haven't been made public.

But Cocke just announced on Thursday, "I can tell you that the school board will not be extending Dr. Russo's contract."

No extension, but Dr. Russo's contract was set to last until 2015.  No word yet if he will resign or how much longer he will be on paid leave.

Meanwhile, the Henrico Commonwealth's Attorney continues to investigate a potential conflict of interest between Winston's family company TechnoMarketing and the school district.

But information on state police involvement is limited with the investigation.

"It's separate and apart from what we're reviewing," says Cocke.

 The deadline for applicants interested in the Three Chopt seat is September 3rd.  That person will serve as an interim until the election in November 2014.

Deputy Superintendent Dr. Patrick Kinlaw is filling in as the head of Henrico schools.
