Police were at the scene of a more than 4 hour standoff in Richmond on Thursday night.
It happened at an apartment complex in the 1300 block of North 19th Street.
Police say a man with "emotional difficulties" was threatening to hurt himself.
"The officers tried to make contact and could not make contact, and so then what you have is a ramping up of response," said James Mercante with the Richmond Police Department. "The SWAT team has come out and of course command staff is here."
The standoff took place in an apartment that was just a block away from Lucks Field. 25 people were evacuated from the apartment.
"No one else in the immediate area has been asked to leave," said Mercante. "With caution being the watch word, we will go in there slowly and try to make contact. Hopefully it will be a safe situation when it ends."
Police say they did use a chemical agent to gain entry to the apartment. They say a 50 year old male was arrested without incident.
