Henrico neighbor helps police nab chase suspect near RIR

RICHMOND, VA (WWBT) -

A driver lead both Richmond and Henrico police on a chase twice Monday night, all within less than an hour.

Richmond Police started chasing a driver in a white Chevy just after 10 p.m. Henrico Police helped out when the driver crossed into the county, but eventually Henrico ended the chase because the suspect was driving recklessly with the headlights off.

Henrico Police say the same suspect then stole another vehicle, and that's when a second chase started. The suspect crashed into three vehicles and a Henrico police car near Richmond International Raceway.

Henrico police say the suspect tried to run, but was arrested with the help of a citizen.

Tracy Raynard Scruggs is charged by Henrico Officers with possession of a stolen vehicle, hit and run, three counts of eluding police, two counts of assault on law enforcement, and DUID.

The chases lasted for 45 minutes, and no one was seriously injured.
