It all started on North 9th street where Richmond Police say Kip Rannels pulled loose and simply ran away. At 4:30 Thursday afternoon, the downtown offices in Richmond are still packed with people, many of them getting ready to head out for the day.
Police say Rannels ran and officers are now chasing him through city streets. The suspect ran for about a mile in handcuffs all the way to the railroad tracks on hospital and valley road and this is where police say officers lost sight of him.
Rannels was initially arrested on charges of burglary and grand larceny. If caught, he will most likely have added charges against him. We went to his last known address on North 25th street to see if anyone knew him or has seen him recently.
Neighbors couldn't believe a prisoner had successfully gotten away that day. A mother, now afraid Rannels may come back to his old neighborhood, spoke to us from behind her screen door.
"I don't think there no way possible that a man in handcuffs, you're supposed to be guarding him and watching him doing your job the way it's supposed to be done he never should have got away" said the mother. She didn't recognize the photo, but says she'll be on the lookout.
