RICHMOND, VA (WWBT) -
Police are warning a flasher is on the loose in Richmond.
A 20 to 30-year-old man exposed himself to a woman at Libby Hill Park, at about noon Monday.
Police say he had a brown scarf over his head, covering his face. He was also described as wearing green pants and a blue jacket.
The suspect was last seen heading north on 28th Street.
