RICHMOND, VA (WWBT) -
Thousands of people are without power. As of 7 a.m., Dominion is reporting more than 9,000 are in the dark. Rappahannock Electrical are reporting a little more than 1,000 customers are off-line.
At the height of the storm, there were nearly 11,800 outages.
