The governor's plan to revamp the way the state pays for transportation clears a key hurdle.
The House finance committee approved the governor's plan with bi-partisan support.
The governor's plan would eliminate the gas tax and replace it with an increase in sales tax.
While this was an important step, the plan faces its biggest test when it heads to the Senate.
