A public hearing was held Tuesday night on Hanover's school system budget proposal.
The $188 million plan calls for teacher reductions, higher student fees and no pay raises for teachers or staff.
Some teachers have also expressed concern about plans to increase class sizes and force teachers to take on more class periods.
The Hanover School Board has until next month to submit its budget plan to the Board of Supervisors.
