
Richmond City Council passes new steps to make sure nightclubs don't open in certain neighborhoods.
That's according Tuesday's Richmond Times-Dispatch. This makes it so that if someone wants to open a nightclub in one of the areas the city designates, they have to apply for a special permit and undergo close scrutiny from the city.
The new rules adopted Monday night would only apply to newly created nightclubs, not the ones already open.
