
Richmond's new jail is expected to open in 2014, but it's already a year behind schedule. The delays is not in construction, but in the development of crucial programs.
The new jail will have 1,032 beds with 114 additional special beds. However, the 1,146 beds is fewer than the average of 1,365 inmates every day, according to the Richmond Times-Dispatch.
Programs are supposed to be in the developmental stages to help bring the inmate numbers down. In fact, a little more than $3 million has been allocated for the development of the programs. However, nothing has been done.
All of this information was revealed Monday night in a presentation to the City Council's Organizational Development Committee.
