
Henrico County is fighting back against a panhandler who says the county's recent ban is unconstitutional.
Robert Reynolds recently sued the county in federal court. He says Henrico is violating his rights by banning him from panhandling on median strips.
Wednesday, the county argued that the ban is meant to improve traffic safety.
A federal judge could rule on the ban as early as next month.
