RICHMOND, VA (WWBT) -

Keeping your child safe this Halloween is the whole reason behind Operation Porch Lights Out.

State prison officials make sure sex offenders stay inside and don't interact with kids.

One sex offender we found at home didn't and couldn't come outside.

"He's abiding by the rules given to him," said Michelle Avila, roommate to the sex offender resident.

Avila says he knows the rules.

"Not to come out here, not to open the door not until everything was over with, he's not allowed out here, lights not allowed on and they're not allowed to come here," said Avila.

According to Operation Porch Lights Out, offenders under supervision are either to remain at home with their lights out and not answer the door for trick or treaters or stay away.

We didn't see any trick or treaters get candy at his house. But just up the street hundreds of kids were out focused on getting candy.

Many parents didn't know he could pull up the information on sex offenders on line.
