More legal troubles for generator installer

CHESTERFIELD, VA (WWBT) -

A Chesterfield man, accused of shoddy generator installations, faces even bigger legal troubles.

Stephen Mills is now accused of taking money for construction work he didn't do.

He's charged with construction fraud on two occasions in November and December of last year.

We spoke with one homeowner — who said Mills stole $15,000 from him.

We first told you about David Odenkirk in January — when Chesterfield's chief building inspector issued a warning about Virginia Air Mechanical, once owned by Stephen Mills and his wife, Angela.

Odenkirk showed us the $15,000 check he wrote for a deposit to the now-defunct company.

Odenkirk said Mills was supposed to install a generator and three HVAC units, but the work never happened.

"I don't know at what point they decided just to take my money and walk away," said Odenkirk.

A month later, Odenkirk emailed us, saying Mills' attorney reached an agreement with him for a full refund.

He hasn't seen a dime.

Odenkirk said he wants Mills held accountable for everything he's done.

A grand jury indicted Mills Monday on two construction fraud counts.

In the November case, police said a man paid Mills several thousand for a generator that wasn't installed.

John Clough wrote: "I hope they do not slap him on the wrist again. It's people like this that give all of us hardworking contractors a bad name."

Tim Lambert posted: "They put in a new a/c unit at my house last year. I've lost thousands. He deserves this."

On top of the felony fraud case, Stephen and Angela Mills both face 34 building code violations in Chesterfield, plus another 14 in Henrico.

They're accused of shoddy installation work in both counties.

A warrant for Mills' arrest has not yet been served.

Stephen and Angela Mills are expected in a Chesterfield courtroom to answer to those building code violations in one week.
