
Complaints definitely should be filed with VA Office of Consumer Affairs.
If investigators at the Office of Consumer Affairs determine that a company has engaged in a pattern or practice of conduct that violates the Virginia Consumer Protection Act (generally misrepresentation or deception in connection with a consumer transaction), OCA can forward those complaints to us for potential legal action. This office would only become involved if there was a violation of a consumer law we enforce.
There could be some SCC regulatory authority where propane provider operates under VA Code 56-265.4:6, which has to do with propane service in an area that is certificated to, but un-served by, a natural gas utility. But for the most part, the State Corporation Commission does not regulate propane service, since it's not a monopoly with a franchised service territory.
