RICHMOND, VA (WBBT) - An observant bystander thought he was just bothering detectives, but Richmond Police say his tip helped solve a hit and run case.

The information led to the arrest of 52-year-old James Williams Jr. He's charged with hit and run in an incident from last month on Kimrod Road.

Police say the victim was hit, then dragged more than 1,000 feet. Investigators say a man who didn't see the accident, did see a car leaking antifreeze and thought it was suspicious. Police say that led them to Williams.

The victim is still recovering in the hospital.
