RICHMOND, VA (WWBT) - Virginia could soon become the second state to allow private adoption agencies to discriminate against gay adoptive parents.
The senate passed a bill Thursday allowing those agencies to deny placing children in homes that conflict with their religious or moral beliefs, including opposition to homosexuality.
The house has passed an identical version, and Governor McDonnell says he'll sign it into law.
