Councilman suggests advisory board for Juvenile Detention Center

RICHMOND, VA (WWBT) - The Richmond Juvenile Detention Center is already under fire and on state probation for poor conditions. Now, one city councilman has brought new allegations.

In a press conference at the center Tuesday, Charles Samuels, who regularly visits the facility as an attorney, suggested an advisory board be created to keep tabs on the center.

Mayor Dwight Jones' administration tells NBC12 it would welcome visitors and is on schedule with state-mandated repairs.
