RICHMOND, VA (WWBT) - Mandatory evacuations start at noon in Sandbridge. State agencies aren't expecting any large scale evacuations.
They say at this point, there won't be any contraflow on Interstate 64 — that's when all the lanes are going in one direction.
Governor Bob McDonnell declared a state of emergency, but didn't order an evacuation. He's leaving that up to local leaders.
Norfolk is recommending people to start evacuating low-lying areas.
Accomack County also calling for a voluntary evacuation. It is the northernmost county on the Eastern Shore. Emergency workers are worrying about flooding on the bay and oceansides of the peninsula.
Shelters in Norfolk, Virginia Beach and Hampton will open up Friday. People are being told to bring bedding, medicine and food.
