Passenger arrested at scene of bus crash

CAROLINE, VA - Virginia State Police arrested a male passenger early Tuesday morning at the scene of the bus crash on Interstate 95 in Caroline County.

Immediately following the crash, the individual insisted on standing in the I-95 travel lanes (which were still open with passing traffic) and taking photographs of the crash scene.

For his safety and to prevent another crash or fatality from occurring, the troopers on-scene directed the man to move out of the travel lanes and to the side with the other passengers.

The man repeatedly refused and struggled with the troopers as they tried to escort him to the side of the Interstate. He was subsequently charged for obstruction of justice and resisting arrest.

The man's name is Pavion R. O'Connor, 29, of the 4000 block of Cane Garden Drive in Raleigh, N.C. He was placed on a $2,500 bond and held at the Pamunkey Regional Jail in Hanover County.

    A woman has died, after police say she was struck by a van in Richmond. Police say the woman was walking across the 1100 block of Azalea Avenue around 3 p.m. Saturday, when she was struck by a van turning left off Seminary Avenue. The driver of that van stayed on the scene. Police say the woman was already dead when they got to the scene. The driver is not facing charges at this time. The investigation continues, as police work to notify the victim's family.
