All Chesterfield voting districts to be changed by end of April

CHESTERFIELD, VA (WWBT) - In late February, Chesterfield County received official 2010 population data for the county from the U.S. Bureau of the Census. This population data confirmed that Chesterfield County will need to redistrict its five magisterial districts in order to equalize the population among the districts. Currently, the population in the five districts is as follows:

— Bermuda, 66,596

— Clover Hill, 55,546

— Dale, 60,211

— Matoaca, 75,136

— Midlothian, 58,747

The County's total population is 316,236, and the optimal population for each district is 63,247. However, districts may vary from the optimal population by plus or minus 5 percent and still be considered "equalized."

Over the past few weeks, two different approaches to redistricting have been developed to equalize the county's population and satisfy the legal requirements governing the redistricting process. As a result, two proposed redistricting plans have been created for consideration by county residents and the Board of Supervisors.  Before the board can adopt a final redistricting plan, it must conduct a public hearing.  The county had originally planned to conduct a public hearing and adopt a redistricting plan in May. However, Virginia localities were recently informed by the State Board of Elections that, in order to meet the July absentee-ballot mailing deadlines for possible August primary elections, they should adopt their redistricting plans by no later than April 29 so that the plans can be submitted to the U.S. Department of Justice well in advance of the absentee-ballot mailing deadline. Accordingly, the county is adjusting its redistricting schedule so that the Board of Supervisors can conduct its public hearing and adopt the redistricting plan at the board's April 27 meeting.

In anticipation of the April 27 redistricting public hearing, staff will hold two community meetings to present the draft redistricting plans to interested residents, answer questions and receive comments. The first meeting will be held on Monday, April 11, at 7 p.m. in the Public Meeting Room at the Chesterfield County government complex, 10001 Iron Bridge Road, Chesterfield, VA 23832 (at Route 10 and Lori Roads). The second meeting will be held on Thursday, April 14, at 7 p.m. at Greenfield Elementary School, 10751 Savoy Road, Richmond, VA 23235. All interested persons are invited to attend.

Plan A:

Plan A would make the following changes to magisterial district boundaries.  These changes are all shown as cross-hatched areas on the attached Plan A Map.

Clover Hill:  (Green) Clover Hill would lose the portion of Manchester Voting Precinct which is north of Dortonway Road and Midlothian would gain it.  Clover Hill would gain the following: (i) from Matoaca, the portion of South Manchester Voting Precinct which is north of Route 288; (ii) from Matoaca, all of Evergreen Voting Precinct except the portion that is west of Charter Colony Parkway and the portion that is both north of Route 288 and west of Center Pointe Parkway; (iii) from Matoaca the portion of Skinquarter Voting Precinct that is bounded on the west by Otterdale Road, running south from the northern boundary of Skinquarter, until it meets Swift Creek, then southeastwardly along Swift Creek and through the midpoint of the Reservoir's northwestern arm until it meets Genito Road, then along Genito Road to the Precinct's eastern boundary

Bermuda:  (Pink) Bermuda would lose the triangular portion of Drewry's Bluff Voting Precinct east of the CSX Railroad track and Dale would gain it.  Bermuda would gain (i) from Dale the portion of Nash Voting Precinct which is bounded on the north by Second Branch Creek, on the west by Eastfair Drive and Woodpecker Road, and on the east by Bradley Bridge Road and Swift Creek; and (ii) from Matoaca the portion of Winfree's Store voting precinct which is bounded on the west by Bradley Bridge Road, on the South by Woodpecker Road, and on the east by Bixby Lane, Hagerty Lane and a tributary of Swift Creek.

Dale:   (Purple) Dale would gain from Bermuda the triangular portion of Drewry's Bluff Voting Precinct which is east of the CSX Railroad track.  Dale would lose to Bermuda the portion of Nash Voting Precinct which is bounded on the north by Second Branch Creek, on the west by Eastfair Drive and Woodpecker Road, and on the east by Bailey Bridge Road and Swift Creek.

Matoaca:  (Light Blue) Matoaca would gain from Midlothian the triangular portion of Midlothian Voting Precinct which is bounded on the west by Old Hundred Road, on the east by Otterdale Road, and on the north by the Southern Railroad track.  Matoaca would lose the following:  i) to Clover Hill, the portion of South Manchester Voting Precinct which is north of Route 288; (ii) to Clover Hill, all of Evergreen Voting Precinct except the portion that is west of Charter Colony Parkway and the portion that is both north of Route 288 and west of Center Pointe Parkway; (iii) to Clover Hill, the portion of Skinquarter Voting Precinct that is bounded on the west by Otterdale Road, running south from the northern boundary of Skinquarter, until it meets Swift Creek, then southeastwardly along Swift Creek and through the midpoint of the Reservoir's northwestern arm until it meets Genito Road, then along Genito Road to the Precinct's eastern boundary; (iv) to Midlothian the portion of Evergreen Voting Precinct that is north of Route 288, east of Charter Colony Parkway and west of Center Pointe Parkway; and (v)  to Dale the portion of Winfree's Store voting precinct which is bounded on the west by Bradley Bridge Road, on the South by Woodpecker Road, and on the east by Bixby Lane, Hagerty Lane and a tributary of Swift Creek.

Midlothian:  (Yellow) Midlothian would gain from Clover Hill the portion of Manchester Voting Precinct which is north of Dortonway Road.  Midlothian would lose to Matoaca the triangular portion of Midlothian Voting Precinct which is bounded on the west by Old Hundred Road, on the east by Otterdale Road, and on the North by the Southern Railway track.

Plan B

Plan B would make the following changes to magisterial district boundaries.  These changes are all shown as cross-hatched areas on the attached Plan B Map.

Clover Hill:  (Green)   The changes would be the same as with Plan A.

Bermuda:  (Pink) Bermuda would lose to Dale all of Drewry's Bluff Voting Precinct and all of Bellwood Voting Precinct.  Bermuda would gain from Dale all of Salem Church Voting Precinct and all of Nash Voting Precinct Bermuda would also gain from Matoaca the portion of Winfree's Store voting precinct which is bounded on the west by Bradley Bridge Road, on the South by Woodpecker Road, and on the east by Bixby Lane, Hagerty Lane and a tributary of Swift Creek.

Dale:  (Purple) Dale would lose to Bermuda all of Nash Voting Precinct and all of Salem Church Voting Precinct.  Dale would gain from Bermuda all of Drewry's Bluff Voting Precinct and all of Bellwood Voting Precinct.

Matoaca:  (Light Blue) The changes would be the same as with Plan A.

Midlothian:  (Yellow) The changes would be the same as with Plan A.
