RICHMOND, VA (WWBT) - Richmond's often out-spoken and at times controversial top planner has resigned.
Rachel Flynn, who is credited with developing the city's Master Plan, is leaving effective April 30.
She was offered a job at a private consulting firm.
Her top deputy, Brooke Hardin, is also leaving for a planning job in Fairfax County.
In a statement, mayor Dwight Jones said, "We are grateful for her contributions to the city of Richmond and appreciative of the time she spent with us."
