COLONIAL HEIGHTS, VA (WWBT) - A Norfolk woman is being charged with felony child neglect after her three-year-old son was found wandering around an apartment complex in Colonial Heights.
The toddler was found around 7 a.m. Wednesday morning walking around the Riverview Apartments, just off of Archer Road. He was wearing a t-shirt, shorts, shoes that were on the wrong feet, and a jacket hanging off of his arm.
The witness that found him says the boy was afraid, asking for his mommy, and that he was "ice cold to the touch." The boy was taken to the hospital, where he remains now.
The witness called police, and it took them two hours to find the child's mother. She was sleeping in a unit in the apartment complex. The mother, 28-year-old Najm Lewis of Norfolk, has been charged with one felony count of child neglect. Lewis and her son are from Norfolk and are visiting family in the area.
The Department of Social Services is now involved. It is not yet clear whether the mother will regain custody of her child.
