RICHMOND, VA (WWBT) - Richmond Police have arrested two people in connection with last night's fatal shooting outside the Popeye's restaurant on Chamberlayne Avenue in Northside.

Kevin M. Scott, 18, of the 8400 block of Tyler Lane, has been charged with conspiracy to commit murder. A juvenile teen female has also been arrested and charged. Investigators believe robbery was the motive in this incident.

Just before 9:30 p.m. Wednesday, officers were called to the 2700 block of Chamberlayne Avenue for a report of a shooting. When they arrived they found a male and female who had been shot, according to police.

Barbara A. Stinnett, 26, of the 500 block of North 26th Street, was taken to VCU Medical Center where she later died of her injuries. The male's injuries are not life-threatening.

Police said investigators made these arrests within minutes.
