RICHMOND, VA (WWBT) - Governor McDonnell will outline his school plan for the General Assembly just before superintendents give lawmakers their ideas about what they need.

School leaders say the governor's budget amendments take away money from public schools.

They also explain financing the state's retirement system is a burden on public school workers, and are against pay for performance programs.

They say taking millions of dollars from schools for these types of programs at a time when there are pay freezes and job cuts is irresponsible.

they say public schools are being asked to do more with less.

They hold their news conference at 11 a.m.

The governor will announce his public school plan at 10:30 a.m.
