RICHMOND, VA (WWBT) - North Carolina is under a state of emergency because of damage caused by heavy rain.

Flooding in Wilmington and Carolina Beach cause problems for morning commuters.

Barricades put up blocked off parts of the road too dangerous to drive through.

The water was so high, some people left their cars behind and tried walking through it instead.
