The problem is vacant space. The offices are often dark, and not just at night. Now leaders are looking to turn that space around, into a place to live, work, shop and play.
Over the years, companies have left leaving a lot of vacant office space. The parking lots continued to see less and less cars. In fact Henrico County estimates that about 25 percent of the office spaces here are vacant.
That is why they are looking at a long term plan called the 2026 Comprehensive Plan. Instead of just being a big office complex, leaders are hoping to make this a mixed use development. That would include offices, shops, restaurant, condos and town homes.
