Two men arrested on rape charges in Hanover

HANOVER COUNTY, VA (WWBT) – A double rape investigation is ongoing. Police say, 46-year-old Thomas Dillon and 48-year-old Paul Spence are being held without bond tonight -- they're facing a several charges including rape and aggravated sexual battery.

Police are not saying whether the juveniles were related in any way, but we do know one was 13-years-old. The two men are not related to the girls, but they all knew each other.

Police say their investigation started on the 13400 block of mountain road in Glen Allen.

"I saw a lot of Hanover Sheriff cars and a couple SUV's maybe unmarked cars and a lot of people standing around talking," said neighbor, Kimberly Wood.

"I saw state police cars, probably unmarked cars, Hanover County cars, so we knew something out of the ordinary was going on," said another neighbor.

The Mountain Road home is where 46-year-old Thomas Dillon lived before he was arrested and charged with rape and contributing to the delinquency of minor. He's accused of raping a 13-year-old.

Kimberly Wood lives across the street. She says, this part of Mountain Road has always been peaceful, until their neighbors moved in a couple months ago.

"All I know there's a lot of loud music at night like 2-3 in the morning people riding 4-wheelers up and down the road and I called the police a couple times myself," said Wood.

Paul Spence is actually from Richmond and he has five charges against him that includes rape, indecent liberties, and aggravated sexual battery with records showing it happened three different times starting last month.

Hanover police say this investigation is still ongoing and say additional charges may be filed. Both men are expected to face a judge again on September 9.
