RICHMOND, VA (WWBT) - A Richmond City Council Committee advanced a measure dealing with animals that have caused issues in some Richmond neighborhoods.

The new ordinance would create requirements for keeping wolf-hybrids.

Councilman and sponsor Charles Samuels says the new rules don't ban a breed, but ensure the public's safety as well as the animal's humane treatment.
