Community plan could double population

RICHMOND, VA (WWBT) - A new real estate development plan in Caroline County could bring a new community that could double the population of the county over the next two decades.

The proposal, called Carmel Church Station, calls for 3 million square feet of retail and commercial space - and more than 8,000 homes to rent or own.

The community is set to be built by a yet-to-be approved train station, on the Richmond-to-Washington CSX rail line.

The Caroline board of supervisors is scheduled to vote on a zoning measure related to the plan tomorrow.
