Man accused of 'upskirting' at Short Pump store

HENRICO, VA (WWBT) - A Henrico man is under arrest, facing a charge of videotaping an undressed minor without consent.

Henrico Police say Keith W. Rivers, 47, residing in the 2500 block of Terry Drive, was in a business located on the 11400 block of West Broad Street on May 2. At that time, police say Rivers was taking pictures up a 10-year-old female's skirt. Police say Rivers was captured on video doing the same approximately one week later.

Rivers was later interviewed, at which time he admitted to "going around town taking pictures of girls," according to police. Rivers was arrested and charged Wednesday morning.

While police would not specify the business in which the alleged photographs were taken, the 11400 block of West Broad Street is the location of the Short Pump WalMart.
