Man accused of fondling self in Henrico library

HENRICO, VA (WWBT) - A Richmond man is arrested after police say he was caught masturbating at a West End library.
 
Police say Donald Ray Hooker, Jr., 35, of the 3900 block of Chamberlayne Road faces one charge of making a sexual display in public.
 
According to police, Tuesday at 8:10 p.m., officers responded to the Dumbarton Library on Staples Mill Road in Henrico County.
 
Police say a witness observed Hooker masturbating in the magazine section of the library. He was arrested shortly thereafter.
