RICHMOND, VA (WWBT) - Richmond City Council finalized its amendments to the mayor's budget Monday night.
The Richmond Times-Dispatch reports that council members tried to eliminate program-management services to save the city millions.
Councilman Bruce Tyler says the city doesn't need a company to manage building new schools, but he was out-voted because the other council members think the company will keep the plan on track.
Council makes a final vote on the city's budget in two weeks.
