Louisa man indicted for child porn

LOUISA, VA (WWBT) - A Louisa County man is behind bars, accused of having more than 100 online images of child porn.

Twenty-two-year-old Richard Shaffer was indicted for 20 counts of possession of child pornography. He faces up to 100 years in prison if convicted. Louisa detectives made the arrest and tell us they work on at least one child porn case a month.

The Louisa Commonwealth Attorney's office and the county's Sheriff's Department have joined forces and made it one of their top priorities. They call it CSI Louisa and it stands for Child Safety Initiative.

Shocking images of child pornography continue to circulate online every day. Louisa detectives know firsthand how bad it can get.

"We do have detectives who go into chat rooms where predators might lurk and pose undercover as maybe a 13 year old girl or boy," said Tom Garrett, Louisa Co. Commonwealth's Attorney.

It's been a tough fight for Louisa detectives, but through web communication, education, and an aggressive approach on criminals, Garrett says, CSI is making a difference.

"In some of these chat rooms people say don't go to Louisa. We have a convicted criminal who said if I'd had known it was Louisa county I was going to, I would have never shown up," said Garrett.

Garrett says, cases have shown online predators have made Louisa County a target. Richard Shaffer has been charged under the efforts of CSI Louisa.

"This is something where charity starts at home but I think we're making an impact statewide," said Garrett.

Shaffer's case involves almost 125 images of child porn. What's shocking in this case is, Shaffer, a day laborer in Bumpass, is also a father of a 2-year-old girl.

"It never seizes to shock the conscious," said Garrett.
