HENRICO, VA (WWBT) - Robert L. Bloxom, an independent contractor, was arrested and charged by Henrico Police with three counts related to an incident that first occurred in mid-February.

According to police, Bloxom was called by a potential customer to renovate a kitchen at a home in the 1500 block of Careybrook Drive. Investigators say Bloxom recorded measurements, made a verbal agreement to perform the work, and accepted an advance payment of more than $1,000. Police say Bloxom never returned to start the job.

Following an investigation, Bloxom was arrested Wednesday morning at his home on the 2700 block of Cemetery Road. Police say he faces two counts of operating without a license, and one count of fraud.
