House passes group buying bill

RICHMOND, VA (WWBT)--Delegate Kirk Cox's bill to study whether group purchasing would save the state money passed the House and moved to the Senate.

The study would examine whether buying school supplies--everything from paper to buses--in bulk for many schools at a time would save the state more money that the current bidding system.
