RICHMOND, VA (WWBT)-- The House passed a bill to lower retirement benefits for state workers hired after July 1.

Delegate Lacey Putney of Bedford proposed the bill to save the state $3 billion per year after 10 years, including $1.8 billion for local governments.

Opponents say it could discourage people from working for the state.

The bill moved to the Senate.
