It happened once Wednesday morning and then again mid-afternoon near two hotels right along West Broad Street.
People who live and work around there are baffled as to why someone would do such a thing.
Toni Warren says unfortunately she's walked in the victim's shoes.
Years ago in the west end, Warren said a guy exposed himself to her.
"You just really don't know what to do you just run away and call police as soon as you can," said Warren.
At least twice on Wednesday, Henrico police were called to west broad to look for a man who gave some unsuspecting victims a show and then ran away.
The first case happened at 11 in the morning near the Crowne Plaza hotel. Nearly three hours later and a block away police say a man fitting the same description exposed himself near the Sheraton West.
Miller Van Fossen works across from the Crowne Plaza.
"I just think it's pretty ridiculous," said Van Fossen.
The window at Rental Works looks right out to the hotel.
But neither Van Fossen nor any of his coworkers saw any odd behavior.
He hopes police catch the guy soon.
"I have a younger sister, girlfriend and a mom and I wouldn't want anybody exposed like that it's just something that it sticks with you and nobody should have to deal with that," said Van Fossen.
It's definitely not something Warren would want to go through again.
"Definitely as a young woman to it makes me be more alert doesn't make me very happy it's where I grew up," said Warren.
The Sheraton manager wasn't available and the Crowne Plaza manager would only say the investigation is ongoing.
