RICHMOND, VA (WWBT) - A bill to require school districts to spend 65 percent of their operating budgets on instructional costs has moved forward in the House.

Delegate Dickie Bell of Staunton proposed House Bill 76.

Schools that don't spend at least 65 percent on instructional spending would have to increase expenditures by .5 percent for the next fiscal year.
