RICHMOND, VA (WWBT)--A powerful storm dumped a wintry mess across the southern plains.

In Tulsa, Oklahoma ice blanketed cars, while freezing rain and sleet fell all day. The storm is also expected to dump snow in the area. The governor has declared a state of emergency for all 77 Oklahoma counties.

In the meantime, the storm also targeted parts of Texas. Snow and freezing temperatures hit Amarillo and Lubbock, creating dangerous road conditions.
